Solution:
First try completely unplugging the server from the power cable and leaving it unplugged until all capacitors have discharged (~2 minutes). If that doesn't work, download and update the current versions of the BIOS and Lifecycle Controller from http://www.dell.com/support/home/us/en/4 using your Service Tag and selecting the proper OS.
